"Oftentimes, these bogus sites are being operated by scammers who operate offshore and out of reach of the law," said Jim Hegarty, president of the local Better Business Bureau. "In many cases, the operation isn't very sophisticated, although some sites operated by organized crime can look extremely authentic.
