MANILA, Philippines President Duterte is set to appoint Cebu City’s female police chief as general manager of the Philippine Charity Sweepstakes Office (PCSO). Duterte yesterday confirmed that he would name Col. Royina Garma as PCSO general manager, replacing Alexander Balutan, who resigned last March.
